In Bulgaria, measures to
prevent and fight corruption in the government and police forces
are insufficient. This is according to a report published by
Greco, the Council of Europe's anti-corruption body, which
contains 28 recommendations to improve the situation. In the
document, Greco points out that there is a lack of a code of
ethics for both members of the government and the police, and
that the latter's operational independence from political
influences needs to be strengthened. Strasbourg is also
"concerned about the ineffectiveness of the verification of
declarations of interests and assets of senior officials and the
lack of an effective criminal justice response to corruption
crimes involving them." Greco also calls for the introduction of
rules for government dealings with lobbyists, which are
currently lacking. As for the police, Greco says the country
needs to develop a specific anti-corruption strategy and ensure
that hiring and promotion procedures are sufficiently
transparent and merit-based.
